त्यसैगरि सँगैको चाइनिज गाडर्नेनमा समेत गरेर थप ३५ वटा स्टलमा नेपाली समुदायका गतिविधि, व्यापारिक उत्पादन, शैक्षिक परामर्श, नेपाली हस्तकलासम्बन्धी सामान प्रदर्शन गरिनेछ। महोत्सवमा सिड्नीमा रहेका एक दर्जन जति सामुदायिक संस्था तथा स्थानीय कलाकारले समेत गायन तथा नृत्य प्रस्तुत गर्ने सांस्कृतिक विभाग संयोजक भुमा लिम्बूले बताइन्। २ महिनाअघिदेखि कलाकारहरुले तयारी गरिरहेका लिम्बूको भनाई थियो।

महोत्सवलाई अष्ट्रेलियन सरकारका प्रतिनिधिले पनि सम्बोधन गर्नेछन्। प्रमुख अथितिका रुपमा पार्लियामेन्ट सेक्रेटरी, मल्टीकल्चरल अफियर्स तथा सेटलमेन्ट सर्भिसेज लौरी फरगुसन सहभागी हुँदैछन्। यसैगरी स्टेटको विपक्षी नेता व्यारी ओ फरेलको प्रतिनिधिका रुपमा एन्टोनी रोवर्सनले महोत्सवलाई सम्बोधन गर्ने भएका छन्। नेपाल-अष्ट्रेलिया संसदीय समूहका अध्यक्ष मार्क फर्नेर र अष्ट्रेलियाका लागि नेपाली राजदूत योगेन्द्र ढकाल पनि कार्यक्रममा अतिथिका रुपमा छन्।

यसैगरी न्युसाउथ वेल्स कन्सुलर दीपक खड्का भिक्टोरियका कन्सुलर चन्द्र योञ्जनलगायत् अन्य राज्यका कन्सुलरको पनि सहभागिता रहनेछ। बिहान ११ बजे सुरु हुने महोत्सव राति ९ बजेसम्म चल्नेछ। महोत्सवलाई व्यवस्थित गर्न करिब ८० जना स्वयमसेवक परिचालन गरिने भएको छ। सचिव विष्णु हमालका अनुसार एक दर्जन जति निजी सुरक्षा गार्ड तथा अष्ट्रेलियन प्रहरीको सेन्ट्रल कमाण्डको नियमित पेट्रोलिङ महोत्सव अवधिभर रहनेछ।

महोत्सवमा प्रवेश निशुल्क गरिनेछ तर एन.आर.एन अष्ट्रेलियाले नेपालका दुर्गम क्षेत्रमा रहेका विद्यलयको पुर्वाधार विकासका लागि सञ्चालन गरेका परियोजनाको सहयोगार्थ गोल्ड क्वाइन सङ्कलन गरिने अर्थ सङ्कलन कार्यक्रम संयोजक गणेश केसीले जानकारी दिए। केसीका अनुसार महोत्सवको प्रमुख प्रवेश मार्गमा स्वयमसेवी भाइबहिनी खटिएका हुन्छन्, उनीहरुलाई एक दुई डलरको सिक्का दान गरेर परियोजनालाई सहयोग गर्न सकिन्छ।

महोत्सवस्थलमा मदिरा तथा अन्य लागू औषध प्रयोग गर्न प्रतिबन्ध लगाइएको छ। महोत्सवस्थलको व्यवस्थापन हेर्दै आएका महेन्द्र ओलीका अनुसार सिड्नी सिटी काउन्सेलको नियमअनुसार डार्लिङ हारवर र आसपासको क्षेत्र अलकोहल फ्रि जोन भएकाले कुनै मदिराजन्य पदार्थ सेवन गर्न मनाही छ।

महोत्सवलाई अष्ट्रेलियन सरकारका प्रतिनिधिले पनि सम्बोधन गर्नेछन्। प्रमुख अथितिका रुपमा पार्लियामेन्ट सेक्रेटरी, मल्टीकल्चरल अफियर्स तथा सेटलमेन्ट सर्भिसेज लौरी फरगुसन सहभागी हुँदैछन्। यसैगरी स्टेटको विपक्षी नेता व्यारी ओ फरेलको प्रतिनिधिका रुपमा एन्टोनी रोवर्सनले महोत्सवलाई सम्बोधन गर्ने भएका छन्। नेपाल-अष्ट्रेलिया संसदीय समूहका अध्यक्ष मार्क फर्नेर र अष्ट्रेलियाका लागि नेपाली राजदूत योगेन्द्र ढकाल पनि कार्यक्रममा अतिथिका रुपमा छन्।

यसैगरी न्युसाउथ वेल्स कन्सुलर दीपक खड्का भिक्टोरियका कन्सुलर चन्द्र योञ्जनलगायत् अन्य राज्यका कन्सुलरको पनि सहभागिता रहनेछ। बिहान ११ बजे सुरु हुने महोत्सव राति ९ बजेसम्म चल्नेछ। महोत्सवलाई व्यवस्थित गर्न करिब ८० जना स्वयमसेवक परिचालन गरिने भएको छ। सचिव विष्णु हमालका अनुसार एक दर्जन जति निजी सुरक्षा गार्ड तथा अष्ट्रेलियन प्रहरीको सेन्ट्रल कमाण्डको नियमित पेट्रोलिङ महोत्सव अवधिभर रहनेछ।

महोत्सवमा प्रवेश निशुल्क गरिनेछ तर एन.आर.एन अष्ट्रेलियाले नेपालका दुर्गम क्षेत्रमा रहेका विद्यलयको पुर्वाधार विकासका लागि सञ्चालन गरेका परियोजनाको सहयोगार्थ गोल्ड क्वाइन सङ्कलन गरिने अर्थ सङ्कलन कार्यक्रम संयोजक गणेश केसीले जानकारी दिए। केसीका अनुसार महोत्सवको प्रमुख प्रवेश मार्गमा स्वयमसेवी भाइबहिनी खटिएका हुन्छन्, उनीहरुलाई एक दुई डलरको सिक्का दान गरेर परियोजनालाई सहयोग गर्न सकिन्छ।

महोत्सवस्थलमा मदिरा तथा अन्य लागू औषध प्रयोग गर्न प्रतिबन्ध लगाइएको छ। महोत्सवस्थलको व्यवस्थापन हेर्दै आएका महेन्द्र ओलीका अनुसार सिड्नी सिटी काउन्सेलको नियमअनुसार डार्लिङ हारवर र आसपासको क्षेत्र अलकोहल फ्रि जोन भएकाले कुनै मदिराजन्य पदार्थ सेवन गर्न मनाही छ।

‘क्याम्पसै बन्द भएपछि संकटमा परेको छु,' उनले नागरिकसँग भनिन्, ‘सरकारले नयाँ नीति ल्याएपछि मेलबर्नमा मात्रै आधाजति डिप्लोमा क्याम्पसहरू बन्द हुने प्रक्रियामा छन्।' उनका अनुसार सिड्नीमा पनि आधाजसो डिप्लोमा क्याम्पस बन्द हुने प्रक्रियामा छन्।

पुष्पामात्रै होइनन्, अष्ट्रेलिया सरकारको नयाँ नीतिका कारण यहाँका विभिन्न सहरमा अध्ययनरत झन्डै दस हजारभन्दा बढी नेपाली विद्यार्थी मारमा परेका छन्।

सरकारले जुन एकदेखि लागू हुने गरी ‘पेसागत सूची'बाट सामुदायिक हित, व्यवसायिक भान्सा तथा कपाल सजावटलगायतका विषय हटाएपछि नेपाली विद्यार्थी समस्यामा छन्। अध्ययनका लागि यहाँ आएका थुप्रै नेपाली यी विषय पढिरहेका छन्। यी विषय पढाइ हुँदै आएका यहाँका सयौं क्याम्पस बन्द गर्न सरकारले निर्देशन दिइसकेको छ। अबका दुई महिनामा ती कलेज बन्द भइसक्नुपर्नेछ।

काठमाडौं कोटेश्वरकी कविता शर्मा गत दसैंताका अष्ट्रेलिया आएकी हुन्। उनी सिड्नीको युपिसी कलेजमा डिप्लोमा पढ्दै थिइन्। सरकारको नयाँ नीतिका कारण कलेज बन्द हुने भएपछि कविता यसै हप्ता नेपाल फर्कने भएकी छन्। ‘सरकारको नयाँ नीतिले गाह्रो हुने भएकाले फर्कन लागेकी हुँ,' उनले भनिन्।

सरकारले विद्यार्थीभन्दा पर्यटकलाई प्राथमिकतामा राखेर नीति ल्याएकाले नेपाली विद्यार्थीलाई संघर्ष गर्न अप्ठ्यारो हुने उनी बताउँछिन्। डिप्लोमा क्यापसहरू धमाधम बन्द भएकामात्रै होइनन्, सरकारले आवासीय भिसामा पनि कडाइ गरेकाले नेपाली विद्यार्थी अझ अप्ठ्यारोमा परेका छन्।

अष्ट्रेलिया सरकारले अध्ययन सकेर पिआर (आवासीय भिसा)का लागि आवेदन दिनेका लागि वार्षिक कम्तीमा ४५ हजार ४ सय २० अष्ट्रेलियाली डलर तलब हुनुपर्ने, आइएलटिएसका सबै चरणमा कम्तीमा ७ स्कोर ल्याउनुपर्नेलगायतका प्रावधान राखेको छ।

अघिल्लो महिना हुने निर्वाचनका लागि सत्तारुढ लेबर पार्टीले केबिन रुढलाई फिर्ता बोलाएर पार्टीभित्र प्रभावशाली नेतृका रूपमा परिचित जुलिया गिलाडलाई प्रधानमन्त्री बनाएपछि उनले आप्रवासी नीति कडा पारेकी हुन्। पहिलो महिला प्रधामन्त्री गिलाडले मुलुकको प्र्रमुख कार्यकारीमा नियुक्त भएको दोस्रो दिन असार १३ गते नयाँ नीति सार्वजनिक गरेकी हुन्।

‘चाहिनेभन्दा बढी आप्रवासी आउन थालेकाले सरकारले नीति परिवर्तन गरी कडाइ गरेको हो,' सत्तारुढ लेबर पार्टीका सांसद लाउरी फरगोसनले नागरिकसँग भने, ‘अब हामी सीमित दक्ष जनशक्तिमात्र लिन्छौं।'

आगामी अगस्टमा हुने संसदीय निर्वाचनमा पुनः सत्तामा आउने रणनीतिअनुसार लेबर पार्टीले सरकारको नीति परिवर्तन गरेको यहाँका विश्लेषकहरूको तर्क छ।

‘यसअघिका प्रधानमन्त्री केबिन रुढका केही कार्यक्रम असफल भएकाले आउँदो निर्वाचनमा सत्तामा आउने रणनीतिअनुसार लेबर पार्टीले गिलार्डलाई प्रधानमन्त्री बनाएको हो,' मेलबर्नस्थित एसिया प्यासिफिक जर्नलिज्म सेन्टरका निर्देशक तथा वरिष्ठ पत्रकार जोन वालेन्सरले नागरिकसँग भने, ‘नयाँ प्रधानमन्त्रीको आप्रवासनमा कडाइ गर्ने घोषणाले अष्ट्रेलियालीको समर्थन लेबर पार्टीलाई जानसक्ने देखिन्छ।'

सन् २००७ मा सत्तामा आएलगत्तै लेबर पार्टीले ‘बिग अष्ट्रेलिया' को नीतिअनुसार आप्रवासी नीति खुकुलो पारेको थियो। सोही नीतिअनुसार गत तीन वर्षमा नेपालबाट मात्रै दस हजारभन्दा बढी विद्यार्थी अष्ट्रेलिया आएका छन्।

प्रधानमन्त्री गिलार्डले ‘बिग अष्ट्रेलिया'मा आफू विश्वस्त नभएको भन्दै मुलुकको बढ्दो जनसंख्या नियन्त्रण गर्ने बताएकी छन्। ‘म बिग अष्ट्रेलियामा विश्वास गर्दिनँ, अष्टे्रलियाको दीर्घकालीन विकास र स्थायित्वका लागि आप्रवासन रोक्नुपर्छ,' प्रधानमन्त्री भएलगत्तै सार्वजनिक नीतिमा गिलार्डले भनिन्, ‘हामीले अहिलेसम्म गरेको भौतिक विकासले थेग्न सक्ने जतिमात्रै जनसंख्या हुनुपर्छ भन्ने मान्यतामा म प्रष्ट छु।'

ट्रेड युनियन आन्दोलनबाट लेबर पार्टीमा चर्चामा आएकी गिलार्ड पार्टीभित्र हाड लाइनर नेताका रूपमा परिचित छन्। आप्रवासीसम्बन्धी उनको कडा नीतिले यहाँका झन्डै ५० हजार नेपालीलाई प्रत्यक्ष/परोक्ष असर पुग्ने छ। ‘सरकारको नयाँ नीतिले विद्यार्थीमात्रै होइन, पिआर नपाएका र पिआरको प्रक्रियामा रहेका धेरै नेपालीलाई असर पर्छ,' नेपाली राजदुत योगेन्द्र ढकालले नागरिकसँग भने, ‘हामीले नेपाली विद्यार्थीलाई पछिल्लो आप्रवासी नीतिले पर्ने असरबारे अष्ट्रेलिया सरकारलाई जानकारी गराउन आग्रह गरिरहेका छौं।'

पछिल्लो दस वर्षमा विभिन्न मुलुकबाट अष्ट्रेलिया आउने बढेका छन्। गतवर्षमात्रै ३ लाख आप्रवासी अष्ट्रेलिया भित्रिएका थिए। यो संख्या अष्ट्रेलियाको वार्षिक जनसंख्या वृद्धिको दुई गुणा हो। पछिल्ला वर्षमा अष्ट्रेलियाको जनसंख्या वृद्धि विकासोन्मुख मुलुक भारत, मलेसिया, फिलिपिन्स, इन्डोनेसियाभन्दा बढी छ।

गिलार्डको कडा नीतिको विपक्षी दल लिबरल पार्टीले पनि विरोध गरेको छैन। लिबरल पार्टीका आप्रवासी प्रवक्ता स्कट मोरिसनले वार्षिक ३ लाख आप्रवासी भित्रिनु धेरै भएको सञ्चार माध्यमहरूमा बताएका छन्। साना व्यवसायीबाहेक कसैले पनि सरकारी नीतिको विरोध गरेका छैनन्।
